「天空之城是出發的起點，是抵達的歸屬，乘載著起始與重逢的美麗。展翅翱翔，飛入天際，一同進入美好的新境界。」ENJOY YOUR JOURNEY, FIND YOUR DESTINATION. 身為臺灣的國境大門，桃園這座航空城每日迎接來自世界各地的旅人、歸巢遊子，同時也目送著許多嚮往自由的靈魂，前往屬於各自的夢想之地。
由紐約時代廣場跨年水晶球設計大師——Billy Canning、光影藝術家——劉治良（Sammy）攜手操刀而成的「天空之城」藝術裝置，即是以「世界城市」作為創作藍圖，再搭配上知名跨界音樂旅人——林強所演繹的前衛電子聲響，三方出擊，造就這座氣勢非凡，總長達32公尺、寬12公尺、高11.5公尺的2022桃園燈會藝術主燈，帶給觀者前所未有的燈會新體驗。
Billy Canning提及，每個人與生俱來都有飛翔的夢想，而桃園就是實現大家夢想的天空之城，於是以具吉祥意涵的「孔雀」和「白鴿」象徵翱翔意象，洋溢七彩的孔雀造型，以及運用代表幸福的心形符號，所串連而成的白鴿，均帶領著人們展翅飛翔，踏上充滿希望的美好新境界。而負責燈光藝術的劉治良，同樣打破了過往主燈的設計框架，以3636個正方形白色結構築成一座光影堡壘，充滿科技未來感的鈦金屬質材結合光學玻璃，在林強的迷離節奏之下，光影隨之起舞，層層疊疊，一波一波帶領人們進入那座奇幻漂浮的天空之城。

" ENJOY YOUR JOURNEY, FIND YOUR DESTINATION. As the gateway to Taiwan's borders, Taoyuan, an aviation city, welcomes travelers from all over the world every day to go to their own dreamland.
The " Cloud Nine " art installation, jointly created by Billy Canning, the design master of the New York Times Square New Year's Eve crystal ball, and the light animation artist Sammy, is based on the "World City" as a creative blueprint, coupled with the avant-garde electronic sound interpreted by the well-known cross-border music traveler - Lin Giong. Three experts created these extraordinary, 32 meters long, 12 meters wide, 11.5 meters high Mainstream for 2022 Taoyuan Lantern Festival Art.
Billy Canning mentioned that everyone is born with the dream of flying, and Taoyuan is the sky city that realizes everyone's dreams, so with the auspicious meaning of "peacock" and "white dove" symbolizing soaring imagery, colorful peacock shapes, and the heart symbols representing happiness, the white doves, embarking of hope.
Sammy Liu, who is responsible for lighting animation, with 3636 square white structures to build a fortress of light and shadow, full of scientific and technological futuristic titanium metal combined with optical glass, leading people into the fantasy Cloud Nine.
