花園,不是一朝一夕,十年樹木更不是一句口號,而是來自全民共識及對於永續環境的堅持。提起新加坡你會想到什麼?是可口美味的海南雞飯?還是具黑白之分的肉骨茶;也許是歌手孫燕姿和蔡健雅的家鄉;可能是新加坡式英語(SINGLISH),又或者是這裡的「嚴刑峻法」,當然還有人人敬畏的李光耀先生。新加坡並非首次造訪,但每次總能發現新鮮事,快跟著我的步伐,在這座幸福的花園城市裡漫遊。
【MARINA ONE RESIDENCE】
新加坡不受地震威脅,因此市容宛如香港般,遍地摩天高樓直衝天際。「MARINA ONE RESIDENCE」算是頗新的建築,甫於2018年完工,是項綜合的開發項目,集結了住宅、商店、辦公室以及捷運,座落在蔥鬱的花木園林和公園之中,太陽能光板與水幕於陽光下閃耀,這幢高樓是永續建築設計先鋒CHRISTOPH INGENHOVEN的作品,踏上叢林步道迴旋登高,令人驚豔的城市和海洋景觀就在眼前,孩童們在這兒開心騎著單車,樓上的住戶們在泳池畔享受日光浴,MARINA ONE RESIDENCE著實成了市中心的豪華綠洲,充滿活力且寧靜。
【SKYVILLE @DAWSON】
新加坡的社會住宅系統可說是全球先鋒,這三幢高47樓的「SKYVILLE」菱形高樓以社區、多樣性和可持續性發展為主要設計核心,建築團隊「WOHA」在每十層樓設計了空中步道和花園,屋頂則有長達400米的跑道,各個公共區域就像是居民們的客廳,增加彼此認識與交流的機會,著實發展出一個「空中聚落」。值得一提的是,SKYVILLE是HOUSING & DEVELOPMENT BOARD實驗計畫之一,為了探討未來居住的可能性,設計過程中更安排了諸多公眾展覽及互動行為,讓設計能夠更貼近市民的需要,無疑為公共設計的最佳典範。坐在花園裡望向綠油油的市容,也不禁讓人思考關於臺灣各種未來居住的想像。
【JEWEL CHANGI AIRPORT】
曾經有當地友人開玩笑地說:「新加坡什麼都沒有,SHOPPING MALL最多。」熱帶國家的夏日高溫的確會讓人熱到暈頭,進入購物中心後,冷氣房的救贖如獲新生。位在樟宜機場旁的「JEWEL」可說是把新加坡花園城市意象發揮得淋漓盡致,商場內除了將整座植物園搬進室內,另個高達40公尺的「雨漩渦」室內瀑布更是著名一大景點,我站在穹頂之下,享受水氣向上拍打的清涼感,另一邊映入眼簾的盡是世界精品櫃位,彷彿置身烏托邦的都會叢林,原野與當代交錯,這兒是個療癒的文明樂園。
【ARAB ST.(阿拉伯街)】
阿拉伯街(ARAB ST.)與哈芝巷(HAJI LN.)是我每次到新加坡必訪之處,在這個融合多元族群的國家,也因此造就其文化特色相當鮮明。位在武吉士(BUGIS)地鐵站附近的阿拉伯區(甘榜格南)街道充滿五彩繽紛的色彩,再次讓人見證陽光之下的熱情國度。充滿特色的徒步街區,融合了老建築的特色風情,街邊販售著洋溢異國情調的商品,野生捕捉的塗鴉創作,意外成了和諧的街邊風景。這裡眾多的CAFÉ、露天酒吧,或是翻轉娘惹傳統料理的餐廳,在這社區中讓人隨時發現驚喜,也讓人再次感受到這城市的文化魅力。
本次造訪可說是更進一步認識了這個國家,當地政府試圖將國家打造成一個品牌,品牌力強到足以承攬國際項目,並將收益轉化為4%回饋公基金,作為給國民的退休金,品牌形象也均以「市容」為第一優先,美感絕對重要。針對永續的部分,在硬體部分,公共政策鼓勵十年以上的建築汰換更新;同時也鼓勵活躍的高齡者,帶著較保守封閉的高齡者走出家門一起同樂,這是人性的永續力。花園不是一朝一夕,永續也不是一句口號,新加坡在此議題上已做了最佳示範,有諸多部分值得你我借鏡。

Gardening is not something that happens overnight, and 10 years of trees is not a slogan, but rather a consensus of all people and their insistence on a sustainable environment. What do you think of when you think of Singapore? Is it the delicious Hainanese Chicken Rice ? Or is it the black and white Bak Kut Teh; maybe it is the hometown of singers Stefanie Sun and Tanya Chua; maybe it is the Singaporean English (SINGLISH), or the "draconian laws" here, and of course, there is also Mr. Lee Kuan Yew, who is revered by all. It's not my first time to visit Singapore, but I always find something new every time, so follow my lead and roam around this happy garden city.
【MARINA ONE RESIDENCE】
Singapore is not threatened by earthquakes, so the cityscape is like Hong Kong, with skyscrapers rising to the sky. "MARINA ONE RESIDENCE" is a fairly new building, just completed in 2018, is a multi-functional development that combines housing, stores, offices, and MRT, is located in the middle of lush gardens and parks, and has solar panels and water curtains that sparkle in the sunlight, this high-rise is the work of CHRISTOPH INGENHOVEN, who is a pioneer in sustainable architectural design. Ascending the jungle walkway, the stunning city and ocean views are right in front of you. With children happily riding their bikes and upstairs residents sunbathing by the pool, MARINA ONE RESIDENCE has become a luxurious oasis in the heart of the city, full of energy and tranquility.
【SKYVILLE @DAWSON】
Singapore's social housing system can be said to be a global pioneer. The three 47-storey "SKYVILLE" diamond-shaped towers are designed with community, diversity and sustainable development as the main design core, and the architectural team "WOHA" has designed a skywalk and garden on each 10-storey floor, with a 400-meter-long running track on the roof. The development of SKYVILLE is a real "colony in the sky". It is worth mentioning that SKYVILLE is one of the HOUSING & DEVELOPMENT BOARD's experimental projects. In order to explore the possibilities of future living, many public exhibitions and interactions have been arranged during the design process, allowing the design to be more closely related to the needs of the public, which is undoubtedly the best example of public design. Sitting in the garden and looking at the green cityscape, one can't help but think about the future of living in Taiwan.
【JEWEL CHANGI AIRPORT】
A local friend once said jokingly, "Singapore has nothing but shopping malls". The high summer temperatures in tropical countries can make you dizzy, but when you enter a shopping center, the air-conditioned rooms are like a new lease of life. JEWEL, located next to Changi Airport, is a perfect example of Singapore's garden city. In addition to the botanical gardens that have been moved indoors, the 40-meter-high indoor waterfall called "Rain Whirlpool" is a famous attraction, and as I stood under the dome, I enjoyed the cool sensation of the water lapping upwards, while on the other side of the mall there were world-famous boutique counters that made me feel as if I was in a utopian urban jungle. It was like being in a utopian urban jungle, where the wilderness meets the present day, and this is a healing paradise.
【ARAB ST.】
Every time I come to Singapore, I must visit Arab St. and Haji Lane, which is a distinctive part of the cultural identity of this multicultural country. The colorful streets of the Arabian Quarter (Kampong Glam) near the Bugis MRT station are yet another example of the warmth of the country under the sun. The walkable streets are full of character, with a mix of old buildings, exotic goods sold on the street, and wildly captured graffiti creates an unexpected and harmonious street scene. The many cafés, open-air bars, and restaurants that reinterpret traditional Nyonya cuisine are a pleasant surprise to discover in this neighborhood, and a reminder of the city's cultural charm.
This visit can be said to be a better understanding of the country. The local government is trying to build a brand for the country, a brand strong enough to take on international projects and turn the proceeds into a 4% return to the public fund as a pension for the citizens, and the branding is also based on the "cityscape" as the first priority, where aesthetics are absolutely important. In terms of sustainability, in the hardware section, public policy encourages the elimination and renewal of buildings older than 10 years; at the same time, it also encourages active seniors to bring the more conservative and closed seniors out of their homes to have fun together, which is the power of sustainability in human nature. Gardens do not happen overnight, and sustainability is not a slogan. Singapore has set the best example on this issue, and there are many parts of it that you and I should learn from.
